Why Michael found himself in the middle of one of Section's best kept secrets is anyone's guess. Was it fate or chance or maybe just the daze he's been in since Nikita left on a long term mission? But whatever the reason when he pushed the wrong button on the Section elevator and wound up on a supposedly unused floor he found that something Nikita had warned him about at the end of the Chernov mission was not just an impossible story.
